C. P. Enrique C. Etienne Pérez del Río

He studied Public Accounting and graduated from the Instituto Tecnológico y de Estudios Superiores de Monterrey in September of 1963. In 1964 he joined the public service in the General Treasury of the State of Tamaulipas, where he held the position of General Accountant.

In 1967 he designed and founded the Faculty of Commerce and Administration in the City of Victoria (FCAV) of the Universidad Autónoma de Tamaulipas, being the first director of the same. He served in this position until 1978 without leaving teaching, serving as professor holder of several subjects of the Public Accounting career.

Under his leadership, FCAV was the first institution of the UAT in creating its postgraduate level with their own resources. In 1979 he got his Master's Degree from the Universidad Autónoma de Tamaulipas in Administration and the following year became professor of the Division of Graduate Studies in the FCAV.

During the 1980s he held various positions in the General Treasury of the State of Tamaulipas. He was the head of the Department of the Added Value Tax and later, Director of Income. At half of this period and until 1990 he was a Consultant in the area of Tax Coordination in the states of Nuevo Leon, Coahuila, Chihuahua, Durango, Hidalgo and Tlaxcala, Guerrero and Quintana Roo.

In 1984 he was appointed senior professor of his faculty. In 1986, the University Assembly appointed  him as extraordinary professor  of the UAT and he was awarded the medal "Miguel Azomoza Arronte".  Later, in 1992, he received the diploma of Academic Merit. He was also chairman of the Board of Directors of the Colegio de Contadores Públicos de Ciudad Victoria, A. C. , which he is a founding partner.

During local electoral processes in 1995 and 1998 he served as president of the Municipal Electoral Council of Victoria, and in the federal election of 1997 and 2000 he was electoral counselor by the 05 District of Tamaulipas. In 2000 he was appointed chairman of the Electoral Institute of Tamaulipas, where he served for six years.

For his exemplary career he was designated in 2011 as Secretary of Finance of the Universidad Autónoma de Tamaulipas. His contributions in this position have been recognized by the Ministry of Finance and Public Credit, as well as by other federal agencies.

On December 7th 2013 he protested the position of Dean of the Universidad Autónoma de Tamaulipas for the period 2014-2017.
